The Today Show Investigates 9-1-1 Certification and Fund Abuse

The Today Show featured a tragic story about the lack of CPR and other training and certifications in some states, and about the raiding of 9-1-1 funds. Although New Jersey has been a forerunner in the certification and training front, the same can't be said about the funding. With the change of leadership in Trenton, now would be a good time to contact your local Legislator and Governor Christie to ask them to restore the funding to where it rightfully belongs. 2009 Fall Business Meeting

The NJ-NENA 2009 Annual Fall Meeting was held on October 14, 2009 at the Burlington County Fire Academy. President Ray Kenny opened the meeting with introductions of the Executive Board and went over the meeting agenda.

Bylaws Committee Chairman, 1st Vice President, Ray Strilec introduced the proposed changes in the bylaws. They haven't been changed since 2000 and it was determined that they no longer mirrored the national bylaws so changes were in order. The biggest change is the return of the terms of office for President, 1st and 2nd Vice President from two years to one. This was changed 10 years ago when the organization was small and candidates for office were scarce. Now that we have grown significantly there is no reason to keep the longer terms, allowing for office holders to move through the ranks more quickly. A copy of the revised bylaws can be downloaded here. These bylaw changes will be voted on at the business meeting at the annual conference in April 2010. Conference Chairman Gareth Williams gave an update on the spring conference. We will be returning to the Taj Mahal in April. Registration can be done online. Further details can be found by clicking on the links to the left.

Nominations Committee Chairwoman Bonnie Hueg opened the floor to nominations for the slate of 2010-2011 executive board members. The open offices will be 2nd Vice President, Regional Vice Presidents and Private Sector Vice President. All current board members have indicated an interest in running again, however this does not prohibit anyone else from running if they are interested. Before making a nomination, make sure that the person is (1) a member, (2) they are aware of the nomination, (3) are willing to accept the nomination, and (4) they are willing to commit the time that is necessary to fulfill the position. Nomination Petitions will be mailed out to each member, however a copy can be downloaded here. All petitions must be returned by February 20, 2010.

Craig Reiner gave the OETS Update. There have been changes in the 9-1-1 Commission structure, which was merged with Interoperability Committee to from the Public Safety Communications Commission.  Two new cellular companies, Metro PCS and Cricket, have started doing business in New Jersey. Phase II testing has begun with these two companies. APCO Online and NAED training have been approved by OETS. Craig also discussed the grant situation and the broadband stimulus projects.

Charles Mars reviewed the changes in the guidecards including what's going on with pandemics. Information can be obtained on the state website. Click here to go directly to the guidecards. Ray Strilec reviewed an online version of the guidecards that has been approved by OETS and can be downloaded for free. The link to the download is on our news and links page. NOTE: It is strongly recommend that the user installing the program have administrator privileges when installing the program. Otherwise shortcuts will not appear on other users desktops and menus.

Jim Grissom from National Academy of Emergency Dispatch (NAED) gave a presentation on the newly approved Emergency Telecommunicator Certification Courses.

Bob Gojanovich ended the meeting with a technical discussion including a Next Generation update (NG9-1-1 is the NENA designation).

President Kenny closed the meeting with a plea to the membership to contact their local legislators to reinstate the grant and funding program in 2010 and not allow the government to take it away again this year.

OnStar Information Coming Directly to the PSAP

NJ-NENA recently had some inquiries about OnStar sending crash notification information directly to PSAPs. The New Jersey Office of Emergency Telecommunications Services has prepared a document that explains how that and other similar services will work in the State of New Jersey. Join the NJ NENA Facebook Group!

NJ NENA has created a Facebook Group for our members and associates. The purpose of the group is to help disseminate information to and from our membership in an expeditious, yet simple manner, taking advantage of today's social networking technology. Members can post pictures, videos and messages just as on a normal Facebook page. Meeting notices, job postings and such can also be posted. To join the group click on the icon to the left or in the column to the left.

Please note that anything posted must be related to 9-1-1 or Emergency Services. Anything deemed inappropriate will be removed immediately. Because Facebook is open to all, NJ NENA reserves the right to remove any "friends" who may not appear to be public safety related from the group.

Executive Board Changes

Due to circumstances beyond his control, NJ-NENA President Anthony Kozlowski resigned his position effective April 20th. In accordance with the Bylaws 1st Vice President Ray Kenny automatically moved up to President and 2nd Vice President Ray Strilec moved into the 1st Vice President position. At a special Executive Board meeting held April 22nd President Kenny appointed Central Region Vice President Gareth Williams to the position of 2nd VP and Jeanette Nielson to the position of Central Region VP. All terms will expire in April 2010.

The NJ-NENA Executive Board would like to extend our thanks to Chief Kozlowski for his service and we wish him well in his future endeavors.

9-1-1 Funding cut by New Jersey

NJ-NENA’s mission is to foster development, availability and implementation of Enhanced 9-1-1 service throughout the state. On behalf of our membership, the NJ-NENA Executive Board has sent a letter to Governor Jon S. Corzine expressing our dismay at the recent elimination of the 9-1-1 grant program and cuts to other areas of 9-1-1 services in our state. Our membership has frequently voiced its concern that the lion’s share of the 9-1-1 System and Emergency Response surcharge collected has traditionally been diverted to programs not associated with 9-1-1 service.

In Fiscal Year 2008, only 22.6% of the fees collected were allocated for the support of 9-1-1 programs. The elimination of the 9-1-1 grant programs and cuts in other areas of support have reduced the percentage of the 9-1-1 System and Emergency Response fee dedicated to Enhanced 9-1-1 programs to approximately 10%. It is important for all members to speak out against these unconscionable cuts to programs that ensure the public has immediate access to emergency services and that the agencies providing 9-1-1 service have adequate support and resources to ensure the services provided are able to keep pace with the technological advances taking place. Please share this letter with your local and state representatives and encourage them to lend their support to restoring adequate financial support to New Jersey’s PSAPs and 9-1-1 services.
