Forrest retired in 2002 as the Director of the Department of Emergency Services for Salem County. He was a charter member of NJ-NENA and served as South Region Vice-President and as Chapter President.

Forrest was appointed by Governor Whitman to serve as a member of the New Jersey 9-1-1 Commission from 1999-2002.

He was guest speaker at the 1999 National Radiological Emergency Preparedness Conference and the Harvard School of Public Health on Emergency Preparedness in 1998.

He is a Certified FEMA Evaluator for graded exercises in the nuclear industry.
